Transfer of senior officials gets more problematic

It initially seemed a simple case of transferring the a few top officials from both Police Services of Pakistan and District Management group. However, it has now transformed into a battle of nerves, not to mention egos.

The federal and Punjab governments have now reportedly locked horns over the transfer of DMG officers Saqib Zafar and Zafar Nasrullah. While the Pakistan Police Services officials are Mohammad Zubair, Sultan Chaudhry, Azeem Arshad, Farooq Mazhar, Ashar Hameed,
Ghulam Rasool, Abdul Qair Qayyum, Shehzad Aslam Siddiqui, Ahsan Younis, Mehboob Rashid, Owais Ahmed, Atif Akram and Saleem Ali Khan.

The federal government wants them transferred to Balochistan, while Punjab government is fervently opposed to it. The rules over the transfer say that civil servants are required to have their first five years performed outside their domicile region.

Punjab government insists that the aforementioned officers have alredy met that requirement, therefore it does no longer call for their transfer to Balochistan. The apparent rift saw its extreme on Thursday when one senior official of establishment division
warned that in case of their officers staying in Punjab and not reporting to Balochistan government can incur disciplinary action.

“The officials have to report to the Balochistan government otherwise the federal government has the powers to take disciplinary action against them which may also lead to removal from service.”

Among the famous case of dismissing any PSP officer previously is that of Hammad Haider who was dismissed of his services afer he refused to report to Gilgit-Baltistan in 2005. The blame game, in the meanwhile, remained in the full swing. Senator Pervez
Rashid of Pakistan Muslim League Nawaz (PML-N) blamed the PPP for whatever has come to pass.

“The establishment division has become the political secretariat of the PPP government. The move to transfer officials to Balochistan is politically motivated.”

With the two parties already on the collusion path, the federal and Punjab governments’ infighting may create serious administrative and governance issues. This situation demands introspection and both the parties and their willingness to sort out their
differences, without letting those adversely impact the governance and functions of the government.
