Yousaf Raza Gilani shows his consent with implementation of 3G

Yousaf Raza Gilani, Prime Minister of Pakistan, has shown his consent with the implementation of 3G policy in the country and has and directed the Cabinet Committee to bring the policy to the Cabinet so that it gets final approval.

The Prime Minister was in charge of over a convention on 3G and Additional Spectrum auction for Wireless Local Loop at Prime Minister’s House.

During the meeting it was agreed that foreign investors as well as those already operating in the country would be invited to bid for Instaphone licence auction.

Instaphone licence is the sixth of the existing licensee in the country and not a new licensee.

The Cabinet committee proposals were relevant to the auction of 3G frequencies and obsolete Instaphone licence while the allocated frequency simultaneously was also part of the auction.

A resolution was passed prompting foreign companies as well as existing operators to take part, to encourage competition.

It was further declared that three blocks of 10 MHZs, each of which are out of available 3G spectrums, would be immediately offered for public sale and existing companies in Pakistan can take part in this bidding as well.

Foreign investors will also be invited but as per previous cabinet committee stipulation that if they are successful in the auction then they would be eligible to continue operation only after March 2013 when suspension on new
licensing would expire.

The government has decided to auction more spectrums, both 3G and 4G, and the winning company will be awarded its licence and allocated frequencies in March 2013 and as such will be able to start their services thereafter.

Gilani said that the government wants to maintain professionalism and transparency and therefore it has advised to make a committee comprising of Public Sector stakeholders including representatives from Information Technology,
PTA,  Ministries of Finance, and representative of Frequency Allocation Board to supervise the whole auction process.
