President Asif Ali Zardari signs on revised oil and gas theft bill – Pakistan oil and gas sector update

ISLAMABAD – It has been learnt from reliable sources that President of Pakistan and Chairman of Pakistan People’s Party, Asif Ali Zardari has signed on revised oil and gas theft bill as the country faces its worst energy crisis since its birth in 1947. Under
the revised presidential approval to the Criminal Law (Amendment) Bill 2011, criminals involved in the theft of oil and gas and disruption in power supply could face a maximum fine of PKR 10 million and imprisonment of up to fourteen years.

From the billing documents, it was revealed that any person tempering or assisting in tampering with petroleum pipelines for the purpose of oil and gas theft or disruption of power supply in the country will be dealt with ferocuious force and he will be
punished with immediate imprisonment, which could extend to fourteen years. As per the documents, the imprisonment shall not be less than seven years with a maximum fine of PKR 10 million.

Section-462C states that any person who tampers or abets in tampering with auxiliary or distribution pipeline of petroleum for the purpose of

(a) theft of petroleum or

(b) disrupting supply of petroleum

shall be punished with rigorous imprisonment which may extend to 10 years, but shall not be less than five years, and fine which may extend to Rs 3 million.

According to Section-462D, domestic consumers held responsible for theft of electricity, oil, gas or other sources of energy will be punished severely. A domestic consumer, who tampers or found involved in tampering with any gas meter regulator, meter index
or gas connection shall be punished with imprisonment of up to six months. In addition to the imprisonment penalty, the criminal could also be facing fines of up to RS one hundred thousand.
