President Zardari sends reference to Speaker National Assembly for creation of new provinces

President Asif Ali Zardari has sent a reference to Speaker National Assembly Dr Fehmida Mirza to form a commission to oversee the matter of the creation of the new provinces, signaling the creation of two new federating units including the Seraiki and Bahawalpur province,

The commission will comprise six Senators to be nominated by Senate Chairman, six MNAs to be nominated by Speaker NA, and two members from the Punjab provincial assembly, to be nominated by the Speaker Punjab Assembly, the notification issued from the Presidency said.

Earlier, the president had chaired a high-level meeting of Pakistan Peoples Party (PPP) parliamentarians at Bilawal House in Karachi, announcing that creating a separate province in South Punjab was in accordance with the aspirations of people, based on solid political reasons, and not an election stunt.

The president called for the creation of two new federating units namely Multan and Bahawalpur in Punjab, indicating to initiate the process of amendments in the Constitution.

Senator Farhatullah Babar, the presidential spokesperson, said that the Commission will submit its report within a month to be followed by the process of Constitutional amendments for making the two new units.

He observed, “The Reference draws attention of the Speaker to the Resolutions passed by the National Assembly and the Provincial Assembly of Punjab calling for the creation of the new provinces”.

Following is part of the text of the Reference sent to the Speaker:

“Reference in the matter of implementation of resolutions passed by the National Assembly of Pakistan and provincial assembly of Punjab for the creation of two new provinces namely of Multan and Bahawalpur from the existing province of Punjab.

Madam Speaker, The National Assembly in its 41st Session in its meeting held on May 3, 2012 passed a resolution to the effect that in order to address the grievances and to secure the political, administrative and economic interests of the people of the Southern Region of the Province of the Punjab and to empower them in this regard, a new province to be known as Province of Janoobi Punjab be created from the present Province of the Punjab. The Provincial Assembly of Punjab has also passed a similar resolution demanding the Parliament and Federal Government to create a new Province of Janoobi Punjab and also to revive the earlier status of Bahawalpur as a Province(copies of resolutions are annexed). 2.  In order to implement the aforesaid resolutions and before a process is initiated to amend the Constitution in terms of Article239 thereof it is expedient that a Commission may be constituted comprising of six members from the Senate to be nominated by the Chairman, six members from the National Assembly to be nominated by the Speaker and two members from the Provincial Assembly of Punjab to be nominated by the Speaker of the Provincial Assembly of Punjab.”

    So called aspirations of people… where is electricity, water, food, gas, patrol, good education, quality of living… and people aspiration is to have another province…. must be joking

    Twenty four years back when I was student at government college lahore, I proposed to the different segments of society that all divisions (28 at that time) as provinces and divisional headquarters as privincial headquarters. At this moment it seems to be election stunt not long term decesion for the betterment of country/pakistan. good luck pakistan

    I would have wanted to see less division and more integration. We don’t want to see even 4 provinces. Let’s be united people!! a united Pakistan and then a United Islamic state in the world. In unity is our strength. Our corrupt politicians want to distract people from real issues. Who is so concerned about creating more provinces more than the day to day issues of corruption, poverty, lawlessness, security, basic human rights….

    guz wats wrong in having new provinces. i totally support it. i think nwfp should be split into fata, hazara and puktukhawa province and sindh should be split into Karachi plus Hyderabad province and sindh province. it would be more easy to manage these provinces.merely by creating more provinces wont cause any problems rather it would bring an end to dominance on ethnic group over other.

  10. Not one but all provinces should be divided in to small adminitrative units. Real division is the old 28 Divisions.

    Current Goverment is one of the Crupted goverment i ever have seen is my life , Members are Not Eligibal to be in parlement, All the members are just making there commisssions they never think about Pakistan, Big Issues are Electricty, water and Gas , these people are unable to solve these issues for the past 4 years. President Zardari and other members of the parliment havn’t got clue what is loadsheading ? what does it mean and due to this what nagitive impacts can bee on Pakistani peoples…………………… i have nothing more to say.
