Expressing dissatisfaction over the law and order situation in war-torn Balochistan, Chief Justice Iftikhar Muhammad Chaudhry has said that there was a complete lack of order and a constitutional breakdown in the province.

A three-judge bench of the apex curt headed by Chief Justice Iftikhar Muhammad Chaudhry resumed the hearing in Balochistan law and order case. During the course of hearing he observed, “The court’s orders are not being obeyed and administration has not been able to implement orders”.

Expressing annoyance over the absence of the provincial chief secretary, the chief justice said the rulings of the apex court were not being implemented. He further said the court could summon principle secretary of the premier because the authorities concerned failed to resolve any single problem up till now.

Interior Secretary of Balochistan informed the court about the abduction and murders of coal miners, saying the law enforcement agencies have apprehended two suspects of the case.

Later, Raja Irshad, the counsel for intelligence agencies, said that the miscreants were wearing FC uniform while carrying out attack in coast guards.

He claimed, “The agencies have conducted internal inquiries and found the group of missing people was not held in the custody of FC. In many cases, insurgents dressed in FC uniforms committed high profile acts of terrorism and heinous crimes thus bringing a bad name to this federal organisation”.

Upon which, the chief justice expressed dissatisfaction over the reply submitted by the secret agencies, saying there was an apparent failure on part of the law enforcement agencies to control law and order in the province.

He noted, “Tell us straight that you have done nothing in the case, you have put your hands up, no force, including the Inter-Services Intelligence (ISI) and Military Intelligence, are working properly. We have been seeking resolution for the last six months, but the result is still insignificant”.

The court adjourned the case while writing in its order that constitution was not being implemented and seeking reply from the provincial and federal governments.
