3E’s looks very promising long term strategy for a country, the only big issue how it is professionaly properly implement in the existing system.
Who will be the operational and management people? Today when every single government, semi government or private sectors people are engaged from foot to head in corruption.

Just narraiting big mouth words, the basic policies must be defined with agenda how and when its completion.
If any one found in corruption should be severly punished so an example shall be made for 180 million people of Pakistan.
It can only be achieve if proper legistration with full proof system designed.
