Supreme Court expresses distrust over Sindh law and order’s report

The Supreme Court of Pakistan on Monday expressed distrust over the report presented by Government of Sindh on the deteriorating situation of Karachi, the economic hub of the country.

A five-judge bench of the apex court headed by Justice Anwar Zaheer Jamali resumed hearing of the suo moto case taken in October 2011 over the deteriorating law and order situation of the city.

Justice Anwar Zaheer in the course of hearing expressed dissatisfaction over the report submitted by the Sindh Government and security forces regarding their performance in improving the law and order situation in Karachi.

In his view, the report isn’t comprehensive and there had been no need to hear the case again if the situation improved in the city. He said that 13 months were enough to control the situation but the law enforcement agencies failed to do so.

The court raised the question that why legislation was not done to control the licensed arms.

Upon which, the Advocate General Sindh Abdul Fattah Malik informed the court that efforts were being underway to legislate the matter.

Justice Amir Hani remarked that legislation can be done in half an hour provided that one intends to do so.

Advocate general replied that some people are arguing that why to make such a law in Sindh only that is not implemented in other parts of the country.

While addressing Inspector General Singh, Justice Khilji Arif remarked that it has become difficult for the children to go out of their houses and questioned about providing security to common man.

He said that it is the responsibility of the government to provide protection to its people. He continued saying that the IG Singh should roam in the city without his protection squad and if he is afraid to do so, then he should resign.

A policeman does not need security instead protection should be provided to the masses, Justice Khilji said. He added that the squad personnel of the officers abuse common men.

The judges further said that the police are meant for serving the citizens, not officials. When Justice Amir Hani Muslim inquired where the chief secretary was, the court was informed that he was in Islamabad but nobody could say why.
