UN Leaves Aircraft Monitoring to Discretion of Airlines

All agree that something must be done, but voluntarily. After the disappearance of flight MH370 on 8 March with 239 people on board when flying from Kuala Lumpur to Beijing, the UN agency for aviation yesterday and today discussed how to prevent re-occurrence of a similar case.

The Organization for International Civil Aviation Organization (ICAO) concluded Tuesday discussion with the assumption that it is a “priority” immediate information available in case of an “abnormal” behavior of a flight, but believes it is “faster ” than airlines implement the necessary systems voluntarily. Work will continue on the international regulation on the matter but without a commitment to date for the adoption and entry into force.

A working group set up by the International Air Transport Association (IATA) will present their solutions at the end of September and then the airlines begin to implement them voluntarily, explained at a press conference Olumuyiwa Aliu Benard, president of the Council of ICAO.

The loss of Air France flight in the middle of the South Atlantic while flying from Rio de Janeiro to Paris in 2009 and highlighted the need for continuous monitoring of commercial aircraft, with no regard overall decision was made. Five years after the case of the MH370 has added more complexity to the problem since one of the objectives is to prevent tracking systems can be disconnected from the cockpit, as the official version claims that happened in the late flight.

The service provider Inmarsat satellite communication (which helped in determining the last possible position of the MH370 before crashing into the Indian Ocean) announced Monday that it will offer free links to airlines. The technology used (ADS- C system) is installed on the vast majority of long-haul aircraft (11,000 worldwide) but not all airlines hire service. The cost of following a transatlantic flight is about $5,000, according to a spokesman for Inmarsat, but varies greatly because they often hire packages that include other services.

In any case the deal does not prevent Inmarsat to disconnect communications, so studying a system design that can only turn in one area of the apparatus which is inaccessible (almost) from the inside.
