Debate over formation of new provinces is unconstitutional, says Senator Raza Rabbani

Senator Raza Rabbani has strictly opposed the idea of formation of new provinces to be debated in the National Assembly and declared it as unconstitutional.

Rabbani, the draughtsman of 18th amendment came forward on the issue of development of new provinces, saying that the resolution should be initially passed from the respective provincial assembly and only then, it should surface in the National
Assembly.

The matter has detonated a political fire between political parties in National Assembly over the last couple of days. The issue has caught so much fire that the disputing parties disrespected Prime Minister Yousuf Raza Gilani’s request to calm down the
situation in NA.

Senator Rabbani ridiculed the idea of debate saying, “It (the resolution) can only be brought before the National Assembly if passed by the provincial assembly with a two-thirds majority.”

Rabbani was head of the committee that outlined 18th Amendment that authorized provinces in the spirit of decentralization.

I do not want that the consensus developed on the creation of the Seraiki province is lost due to politics, and we miss the opportunity. History will never forgive us if this happens,” said Prime Minister Gilani.

“We do not oppose the creation of new provinces and a majority of members support us over the Seraiki province at this juncture …but I do not know when they will support you (MQM for Hazara),” PM added.

Nevertheless, the Prime Minister along with Dr Farooq Sattar, Babar Khan Ghauri and Haider Abbas Rizvi failed to soothe the concerns of MQM over formation of new provinces.

On the other hand, members of PML-Q expressed their gratitude to MQM for raising the issue. In addition, Muhammad Raza Hayat Harraj from Khanewal criticised the act of PML-N saying that on one side they do not allow the debate in Punjab Assembly and on the
other side they proclaimed that they are not against the development of new provinces in Pakistan.

Replying to this, PML-N’s Murtaza Javed Abbasi articulated that his party is not opposing the issue but they have demanded for a commission to be created for a solution.
